As Per AS/NZS 1891.4-2009 Industrial fall-arrest systems and devices Part 4: Selection, use and maintenance Section 9 Inspection Maintenance and Storage 9.1 Summary of inspection requirements” anchorages, fall arrest devices , steel or rail vertical and horizontal lifelines will require an inspection by a qualified height safety equipment inspector every 12 months UNLESS specified differently by the manufacturer.

If the date of the last installation or inspection has expired then the anchor points cannot be used. Relevant Strata Manager, Building and Maintenance Managers would need to made aware that they are not to be used until an inspection can be completed.

There are many inferior anchor points in the market, however Skyhooks Difficult Access Team will only supply and install anchor points from reputable manufacturers where the design and manufacture and been produced and tested in accordance with AS/NZS 1891 and AS/NZS 5532.

Access and fall protection systems are mandatory. With reference to “Work Health and Safety Regulation 2017 – Part 4.4 Falls – 78 “Management of Risk of a Fall

(1) A person conducting a business or undertaking at a workplace must manage, in accordance with Part 3.1, risks to health and safety associated with a fall by a person from one level to another that is reasonably likely to cause injury to the person or any other person. Note. WHS Act—section 19 (see clause 9).

(2) Subclause (1) includes the risk of a fall:

(a) in or on an elevated workplace from which a person could fall, or

(b) in the vicinity of an opening through which a person could fall, or

(c) in the vicinity of an edge over which a person could fall, or

(d) on a surface through which a person could fall, or

(e) in any other place from which a person could fall.

(3) A person conducting a business or undertaking must ensure, so far as is reasonably practicable, that any work that involves the risk of a fall to which subclause(1) applies is carried out on the ground or on a solid construction.

Maximum penalty:

(a) in the case of an individual—$6,000, or

(b) in the case of a body corporate—$30,000.

(4) A person conducting a business or undertaking must provide safe means of access to and exit from:

  1. a) the workplace, and

(b) any area within the workplace referred to in subclause (2).

Maximum penalty:

(a) in the case of an individual—$6,000, or

(b) in the case of a body corporate—$30,000.

(5) In this clause, solid construction means an area that has:

(a) a surface that is structurally capable of supporting all persons and things that may be located or placed on it, and

(b) barriers around its perimeter and any openings to prevent a fall, and

(c) an even and readily negotiable surface and gradient, and

(d)  a safe means of entry and exit.

This Standard specifies requirements and sets out recommendations for the selection, safe use and maintenance of industrial fall-arrest systems and devices based on the use of safety harnesses, horizontal life lines and rails, fall-arrest devices, and associated lanyards, connectors, anchorages and fittings, as follows:

(a) Selection Requirements and recommendations for determining the types of components of the system that would be appropriate to the envisaged usage.
(b) Safe use Requirements and recommendations relating to the safe practices to be followed in the use of components and assemblies.
(c) Maintenance Requirements and recommendations for inspection, storage, servicing and cleaning practices.

This Standard sets out requirements for the design, selection, construction and installation of fixed platforms, walkways, stairways and ladders that are intended to provide safe access to places used by operating, inspection, maintenance and servicing personnel.

This Standard also applies to the following:

(a) Movable platforms that are permanently configured but that may be site adjustable or site assembled/modified.
(b) Permanently installed roof access, where such access is for the purpose of installing, operating, inspecting, maintaining or servicing equipment that is located on, or is accessible from, the roof.
(c) Permanently installed access for inspection and maintenance of the roof itself.

This Standard specifies requirements and sets out recommendations for the selection, safe use and maintenance of industrial rope access system components and assemblies, as follows:

(a) Selection Aspects to be taken into account in determining the types of components of the system which would be appropriate to the envisaged usage.
(b) Safe use Requirements and recommendations relating to the safe practices to be followed in the use of components and assemblies.
(c) Maintenance Essential inspection, storage and cleaning practices which are required or should be observed.
